Ley Fintec (Ley 21.521)

Chile's fintech law, in force since 2023, that created a formal CMF licensing framework for technology-based financial services.

Ley Fintec (Ley 21.521), promulgated on 4 January 2023, is Chile's dedicated fintech law, built to promote competition and financial inclusion by bringing technology-based financial services — including crowdfunding platforms, alternative transaction systems, and credit-advisory services — under a clear CMF registration and authorization framework, rather than leaving them in a regulatory gray zone.

Service providers covered by the law were required to submit registration and authorization requests to the CMF by 3 February 2025. For fast-loan borrowers, Ley Fintec matters mainly as a trust signal: a fintech platform operating a covered service that cannot demonstrate CMF registration under this framework is not complying with Chile's current financial-technology regulation.
