SERNAC (Servicio Nacional del Consumidor) is Chile's consumer-protection agency, enforcing the "Ley del Consumidor" and its strengthening reforms (including Ley 21.081) across financial products, from CAE-disclosure accuracy to fair collection practices.
Beyond handling individual complaints (reclamos), SERNAC has held legal standing since 2004 to bring collective lawsuits on behalf of groups of consumers, and can negotiate mass remedies directly with a company through voluntary collective procedures — giving Chilean borrowers a more consumer-facing regulatory recourse than exists in some neighboring markets.
